Lookup Rowan County Inmates

Rowan County inmate search starts with the county-linked jail roster for current local custody, then shifts to state or notification systems when the person is no longer in the county jail. A Rowan County jail roster search can help identify whether someone is held locally, but it is not the same as a criminal court record or a state prison record. Jail custody, bond, visitation, deposits, and release questions should be verified with the detention center because public roster details can change quickly.

Rowan County Jail Roster

The official Rowan County Detention Center page links to "Current Inmates" through JailTracker, making that vendor-hosted roster the county-linked public path for current inmate lookup. The detention center is operated from 1075 S. Tolliver Rd., Morehead, KY 40351. The county page lists Jailer Wes Coldiron, phone 606-784-8457, fax 606-784-2161, email wes.coldiron@rcky.us, and office hours Monday through Friday, 8 a.m. to 4 p.m.

Use the county roster for current jail custody. Use the Kentucky Online Offender Lookup, or KOOL, for state prison and offender records. Use VINELink Kentucky for custody-status notifications. Use the court system when the question is a charge, plea, disposition, sentence, or hearing date. A person can be booked into jail before the full court case record is complete, and a court case can remain active after release.

Search Rowan County Inmates

The county Detention Center page links to the JailTracker current-inmates page for Rowan County. Research confirmed the official link but did not reliably capture a live sample inmate profile or every exact search field. That limitation matters. Use the roster as a current-custody tool, then call the detention center if the search result is missing, unclear, or time-sensitive.

  1. Open the Rowan County Detention Center page and follow the Current Inmates link to the county-linked JailTracker roster.
  2. Search by the available name or list controls shown on the live roster.
  3. Review only the fields the official roster actually displays at the time of search.
  4. Call the detention center at 606-784-8457 before relying on custody, bond, visitation, or release details.
  5. Use KOOL for sentenced state offenders and VINELink for custody-status notifications.

For court charges after arrest, the inmate roster is only one piece of the record path. The court charge and disposition live in the court file, not in a jail roster entry.

Rowan County Inmate Search Fields

The research inventory captured the JailTracker access path but could not reliably inspect a full live Rowan County inmate profile. The table therefore lists only the verified access controls and the known research limits. It avoids claiming mugshots, booking numbers, charge lists, bond amounts, housing units, warrant numbers, or court dates unless those fields are confirmed from the live roster at the time of use.

Rowan County Inmate Profile Limits

A sample Rowan County inmate profile field inventory was not reliably captured during research. That means a public page should not state that profiles show mugshot, height, weight, booking number, arresting agency, charge, bond, housing unit, warrant number, or court date. The honest inventory is a limit notice: the official county-linked roster exists, but exact fields should be checked on the live roster and confirmed with the jail for time-sensitive decisions.

Current custody statusUse the live JailTracker roster and detention center confirmation; sample fields were not captured.
Booking detailsNot verified from a public sample profile during research.
ChargesNot verified from a public sample profile; use court records for official charge history.
BondNot verified from a public sample profile; call the jail or court based on the bond question.
Release informationMay change quickly; confirm with the detention center or VINELink notification tools.

Note: The roster identifies a custody path, but the official criminal case record remains with the court.

Rowan County Detention Center

Rowan County publishes one local detention-center contact for the jail roster and inmate services reviewed in the research. The office hours are not the same as visitation hours, and a roster entry should not be used as a substitute for a direct custody or bond call. Call before sending money, planning a visit, or trying to resolve a release question.

The Rowan County Sheriff is separate from the detention center. The sheriff's office is at 600 West Main Street, Morehead, phone 606-784-5446, and handles law-enforcement services rather than jail roster administration.

KOOL and VINELink

KOOL, the Kentucky Online Offender Lookup, is the state offender lookup for prison and DOC custody information. It is distinct from a current Rowan County jail booking lookup. Research notes that KOOL entries and updates are daily, and DOC warns that offender data newer than 120 days may not be finalized. Use KOOL when the person may be in state custody or under DOC supervision rather than currently booked in Rowan County jail.

VINELink Kentucky is a custody-status notification portal. VINE alerts can cover county jails, prisons, mental health facilities, and juvenile detention centers. Alerts may be by phone or email for release, transfer, escape, or an upcoming parole hearing. VINELink is a notification tool, not a complete court case file or jail-service portal.

KOOL is useful when a Rowan County jail search does not answer a state-custody question.

KSP Registry and Alerts

The Kentucky State Police sex-offender registry is a separate state public-safety tool, not a Rowan County jail roster. KSP registry information lists email kspsor@ky.gov, phone 502-227-8700, and address 1266 Louisville Rd, Frankfort, KY 40601. KSP says alerts can be set by zip code or individual registrant, with email required. The registry also warns that accuracy is not guaranteed and that misuse or harassment may be criminal under Kentucky law.

Use the KSP registry when the question is sex-offender registration or alerts. Use JailTracker when the question is current Rowan County jail custody. Use KOOL for state offenders, and use court records for charges, pleas, dispositions, and sentences. Keeping those systems separate prevents a jail roster search from being mistaken for a statewide registry search.

Rowan County Jail Visitation

Rowan County inmate-services information says visitation is video visitation. On-site visits may be scheduled by the inmate or by a family member using the kiosk. The official page gives a seven-day schedule from 8:00 a.m. to 8:00 p.m. It does not publish detailed remote-video rules, visit length, visitor ID requirements, dress code, minor visitor rules, cancellation rules, lockdown rules, or holiday exceptions.

Bond and Inmate Funds

Rowan County publishes several bond and money rules. Monetary-security bonds must be paid in cash with exact change, and picture ID is required. Inmate commissary funds may be applied toward bond after all fees are paid. Required release fees are a $50 booking fee and a $5 jail bond fee. Housing fees may be placed on a payment contract if the person cannot pay at release. Property bonds must be done at the courthouse, and the county page says property bond value is normally twice the cash bond.

Money order deposits by mail should be payable to Rowan County Detention Center or RCDC, with the inmate name in the memo and the sender or purchaser name included. The lobby cash machine accepts cash only in denominations from $5 to $100 and is available 24 hours a day, 7 days a week. The official page lists JailFunds for online or phone commissary deposits, with commissary phone 855-836-3364, and says only the inmate name is needed for online or phone deposits.

Mail, Property, and Programs

The official Rowan County page discusses money orders by mail but does not publish a full personal-mail policy. It does not list a complete envelope rule, postcard rule, publication rule, legal-mail process, or prohibited-mail list. For property, the rule is clearer: inmates must purchase t-shirts, underwear, socks, bras, and other property from commissary, and no property may be brought into Rowan County Detention Center.

Programs listed by the county include GED classes, AA/NA, church services, financial classes, and parenting classes. Medical care is provided by Southern Health Partners. The county says a nurse is onsite 112 hours per week, a doctor is onsite one day per week, and individuals are seen by a nurse within the first 14 days of incarceration. Sick-call requests are required unless it is an emergency. Mental health support is described through Bluegrass Regional MH-MR Board / Mental Health Crisis Network for jails, with onsite care by Pathways as needed.

Booking Records and Requests

When the roster is not enough, use the correct public-record path. Rowan County open-record requests can be made through the Fiscal Court form for county records. DOC open-record requests are used for offender records held by the Department of Corrections. KSP open-record requests are used for state-police records. The detention center is the direct phone path for current custody, bond, visits, and jail-service questions.

If the question is a criminal case outcome, use court records instead of the jail roster. A jail entry may relate to a charge, warrant, bond, or sentence, but the plea, disposition, and sentence are court-record issues. The roster should be paired with official court or agency verification when the answer affects court appearance, release, employment screening, housing, or legal status.
