Rowan County Marriage Licenses
Marriage licenses and certified marriage copies are handled by the Rowan County Clerk marriage license office. The clerk's official requirements say both parties must appear together, show identification, and be at least 18. Applicants need correct spelling for each father's full name and each mother's full maiden name. A license is valid for 30 days, may be used only in Kentucky, and does not require a waiting period or blood test.
The Rowan County Clerk is a separate office from the Circuit Court Clerk. This is the key access split for Rowan County marriage and divorce records. The County Clerk issues and certifies marriage licenses. The Circuit Court Clerk handles divorce case files because divorce is a court matter.
That split affects search strategy. A person who needs proof of a marriage should gather the names used at the time of the license and the year of marriage, then work through the County Clerk. A person who needs a divorce decree should gather party names, approximate filing year, and case number if known, then work through the Circuit Court Clerk. eCCLIX may help with recorded marriage records, but it does not replace the court clerk for divorce files.
The official Rowan County Clerk marriage license page below is the direct source for current marriage license instructions.
Use the clerk's current text when a fee or appearance rule matters, because the research found one conflict on the same official page.
Apply for a Marriage License
The marriage license process is local and in person. The research did not locate an official online application form for Rowan County marriage licenses. Applicants should treat the County Clerk counter as the filing point and should call ahead if identification, payment method, or eligibility details need confirmation.
- Contact the Rowan County Clerk or visit the clerk office before the ceremony date.
- Both parties appear together with identification.
- Provide required parent-name spelling and age information.
- Pay the current marriage license fee after confirming the amount with the clerk.
- Use the license within Kentucky during its 30-day validity period.
- After the marriage is returned and recorded, request a certified copy if proof is needed.
For office contact, the Rowan County Clerk is at 600 West Main Street, Room 102, Morehead, KY 40351. The clerk site lists phone 606-784-5212, fax 606-784-2923, and email elwoodJ.caudill@ky.gov.
Marriage Application Fields
Official requirements list the items applicants should be ready to provide. The clerk did not publish a full captured application screen in the research, so the field inventory below follows the stated requirements rather than adding unsupported fields.
| Field / Requirement | Type | Required | Notes |
|---|---|---|---|
| Party 1 appearance | in-person requirement | yes | Both parties appear together. |
| Party 2 appearance | in-person requirement | yes | Both parties appear together. |
| Identification | document | yes | ID required; the reviewed text did not publish a specific ID list. |
| Age | eligibility | yes | Both parties must be 18 or older. |
| Father's full name | text | yes | Correct spelling is needed. |
| Mother's full maiden name | text | yes | Correct spelling is needed. |
| Fee | payment | yes | The main FAQ and fee table say $60; older page text conflicts. |
Marriage and Copy Fees
The Rowan County Clerk research found useful fee data, but it also found a conflict. The main FAQ and records fee table list the marriage license fee as $60. A lower or older block on the same official page says $50 plus a 2.75% card vendor fee and includes residency language. Treat $60 as the better current signal from the research, but confirm with the clerk before relying on a static fee.
| Item | Published Fee / Note |
|---|---|
| Marriage license | $60 in main FAQ and records fee table; older text conflicts. |
| Certified marriage copy by mail | $6. |
| Certified marriage copy in person | $5. |
| Certified copy of county-clerk record | $5 plus $0.50/page after 3 pages, where applicable. |
Note: The official source contains a marriage-license fee conflict, so the clerk should confirm the current amount before payment.
Certified Marriage Copies
Certified marriage copies come from the County Clerk. The request details depend on the marriage date. For marriages before June 26, 2020, the research says a written request should include the bride's maiden name, groom's name, and year of marriage. For marriages after June 25, 2020, the request should include partner 1 or partner 2 maiden name and year.
Marriage records may also appear in eCCLIX as part of the County Clerk's online record set, but that system is not a free public court database. The County Clerk records page says eCCLIX access requires an account/password and fees, while public viewing in the clerk's office is free. A certified copy still needs the clerk's certification, not a screen print from a search page.
For historic searches, the County Clerk records page is stronger than many local record pages because it gives coverage notes for its recorded materials. The research says Rowan County indices are mostly back to 1880 and images are mostly January 1795-current. Those notes can help a family researcher decide whether to start online, inspect records in the office, or ask staff what older marriage index is available.
Rowan County Divorce Records
Divorce records are court records, not county-clerk marriage records. Kentucky Circuit Court hears divorce, and Family Court jurisdiction where applicable includes dissolution of marriage, support, distribution, child support, visitation, paternity, adoption, domestic violence, dependency and neglect, termination of parental rights, truancy, and runaways. Rowan divorce case files should be requested from the Rowan Circuit Court Clerk at the Rowan County Judicial Center.
The KCOJ court-record request guidance says case records begin with the clerk of the court that heard the case. For a Rowan County divorce decree or file, call or visit the Circuit Court Clerk, provide party names and case number if known, and ask whether the file is onsite, offsite, restricted, or available for certified copy.
| Divorce Form Field | Type | Required | Notes |
|---|---|---|---|
| Petitioner/respondent names | text | yes | Party names. |
| Case, court, county, division | text | yes | Court header fields. |
| Age, DOB, SSN, occupation | text/date | yes | Party identifying data. |
| Residence and address | text | yes | Residency and address. |
| Kentucky 180-day residency | checkbox | yes | Residency eligibility statement. |
| Marriage details | text/date | yes | Date, place, and registration county/state. |
| Separation date | date | yes | Separation timing. |
| Domestic violence/protective order details | text/checkbox | conditional | Included if applicable. |
Restricted Family Records
Not every family record is public. Adoption court files are restricted under Kentucky law, and termination-of-parental-rights records are sealed or confidential after final order. Dependency, neglect, abuse, juvenile, and some domestic violence material may be withheld or heavily limited. A public divorce decree may be available while child-related, financial, or protected personal information is redacted or excluded from ordinary access.
For older or offsite divorce case files, the Circuit Court Clerk may need the case number and file locator information before retrieval. The State Records Center does not search by name or Social Security number, so the local clerk's case and file locator data matter if a file has moved away from the courthouse.
Divorce form content also shows why public copies may be limited. AOC-252A includes residence, Social Security number, pregnancy status, domestic violence or protective order details when applicable, and other personal data. Public access to the case does not mean every field will be released in an online search result or copied without redaction.
